今年春节，屈虎成将圆一个多年的心愿——在自己家里，请四个兄弟姐妹及其家人吃顿团圆饭。

去年，老屈赶上了旧改。一家人告别了静安区蜗居了60多年的“老破小”，置换到位于宝山顾村的一套三室一厅。“房子建筑面积近100平方米，带电梯，上下楼方便。你看，这阳台的阳光多好，还能看到小区中央花园，景观特别好。”老屈领着记者参观新装修过的房间，满心欢喜。新房内，白色的现代简约风装修是老屈爱人和女儿喜欢的风格，小房间的上下铺儿童床是小外孙看中的。“这里距离地铁、医院、超市都很近，走走路10多分钟就到了，生活非常便利。”

老屈的新家

新房住进去了，老屈第一时间给四位兄弟姐妹打了电话，邀请他们带着家人新春到他家来聚聚。

老屈心里一直有个“结”：因为他家居住条件太差，往年过年时，兄弟姐妹带着家人给与老屈同住的老母亲拜年前，都要相互沟通好时间，“错峰”来。“27平方米使用面积的房间，一家人吃喝拉撒睡全都在里面。多来几个人，房间挤得就站不下了。前几年，家里还要拎马桶，人家来了，都不敢上厕所。”感觉没尽到“地主之谊”，老屈总觉得有些过意不去。

老屈住了大半辈子的老房位于静安区共和新路730弄地块，房屋有近百年历史。地块内房屋总建筑面积485平方米，却居住着10证16户居民，被周边的高楼“紧紧”包围着，从上面看好像一块小小的“麻将牌”。“终年见不到太阳，外面太阳再大，我们房间也要开灯。冬天更是阴冷潮湿，待在房间里面，经常是棉衣外裹着羽绒服，人还觉得发冷。”房子没有厨房、没有卫生间，因为年代太久，早就破得修不了了，一下大雨，顶楼漏雨、一楼进水，居民苦不堪言。每次刮台风前，担心房屋倒塌，街道居委会将居民们全部转移到外面的安置点过渡。

地块内一户人家

居住环境这么差，老屈他们却“没有想到过会轮上旧改”。“因为这一地块太‘袖珍’。旧改前，我们这些老居民都说：‘哪有开发商会要我们这个地块。旧改怎么也轮不到我们呀！’”

让轮不上成片二级以下旧里改造的居民，也能有改善居住条件的机会。2020年，在完成全区成片二级以下旧里改造后，静安区迅速启动了零星地块旧改，旧改资金由区财政全力“托底”。摸清区域内零星地块底数与情况，再结合居民旧改意愿，静安区按照“成熟一块、启动一块”原则启动推动零星地块旧改。2020年下半年以来，静安区启动了15幅零星地块征收，其中13幅实现了收尾，1幅地块已完成二轮征询100%，目前正在搬迁中，实现了“拉开即收尾”的高效高质征收。

都说旧改是“天下第一难”，零星地块旧改更是“难上加难”。因为证户数少，每一个证户的意愿都对旧改生效至关重要，零星地块的旧改工作要细而又细。静安区规定，对50户以下的零星旧改地块，力争做到一轮征询百分百同意、二轮征询百分百同意、搬迁百分百，力争让每一证户居民都要从旧改中感受到获得感。

静安区共和新路730弄地块总共才涉及10证居民，如果有一证居民不同意，旧改就泡汤了。但偏偏这个地块难事很多。老屈家就很有代表性：小小蜗居，里面竟然有13个户口。除了老屈一家的户口，还有他的兄弟姐妹以及家人的户口。“我想旧改啊！但拿到补偿款后，如果大家都来分这块‘蛋糕’，还能给我剩下什么？我家以后搬去哪里住？”老屈告诉记者，征收刚开始时，自己想不通：旧改这样的好事，怎么在他家就成了难事。

芷江西路街道与灵光居民区干部一次次走进老屈家，了解他的想法，打开他的心结。街道与居委干部积极为老屈家族搭建沟通的平台。“把我们这些兄弟姐妹都叫到一起，大家坐下来，有什么想法，都开诚布公地讲出来。”街道居委干部一方面晓之以理，做通老屈家族的工作，以确保他们如期签约，保住征收补偿款的“大蛋糕”；另一方面，动之以情，帮助老屈与兄弟姐妹维系亲情、分配双赢。几次家庭会议开下来，老屈与兄弟姐妹内心的隔阂渐渐没有了。大家都为对方多着想一些，达成了分配协议，亲情更是没有淡。

能够轮上旧改，老屈一家是幸福的，也是幸运的。为让更多蜗居的老百姓感受这份幸福，静安区继续加快推动零星地块旧改。据悉，2022年静安区将实施6幅以上零星地块征收。

Feeling that he had not fulfilled the "friendship of the landlord", Lao Qu always felt guilty.
The old house where Lao Qu lived for most of his life is located in lane 730, Gonghe New Road, Jing 'an District. The house has a history of nearly 100 years.
